The State of Michigan's Department of Environment, Great Lakes, and Energy (EGLE) is seeking a consultant to develop a Michigan Climate Vulnerability Assessment and corresponding recommendations and a geospatial mapping tool. The assessment should reflect Michigan-specific conditions for current and projected climate conditions, population and demographic information, and data related to infrastructure and the natural environment. The consultant will be required to provide all assumptions, data sets, and methodological choices to the State in editable formats and ensure that all outputs are reproducible by state staff using provided data, assumptions, and model documentation. • The consultant will participate in regular meetings with EGLE and a designated interagency working group. • The consultant will be available for briefings to state leadership, legislative staff, and external partners as requested. • The consultant will incorporate agency feedback into work products and revise deliverables following review periods. • The consultant will respond promptly to requests for clarification, additional analysis, or alternative scenario testing when feasible within the project scope. • The consultant will produce draft and final deliverables that are clearly written, well-organized, and appropriate for regulatory, legislative, and public audiences. The contract is expected to begin on April 17, 2026, and will expire on April 16, 2027, with the option to renew for up to one additional year.
