The Department of Enterprise Services (DES) is seeking a General Contractor/Construction Manager (GC/CM) for the Whatcom Community College Technology and Engineering Center project. The GC/CM will work collaboratively with the Owner and Architect to plan, design, and develop the project. The project includes the construction of a new 52,000-gsf building and related infrastructure. The estimated Maximum Allowable Construction Cost (MACC) is $35.2M, and the total project cost is $51M. The GC/CM will provide Construction Management services, including cost estimating, scheduling, and constructability analysis. The selection process will consist of three phases: Request for Qualifications, Proprietary Meeting and Interview, and Final Proposal. • The project requires a GC/CM with experience in complex construction projects and a strong understanding of local labor and subcontracting markets. • The GC/CM must be familiar with the local labor and subcontracting market and be capable of working with subcontractors to generate viable pricing alternatives. • The project will be required to comply with Executive Order 25-07 Project Labor Agreements. • The GC/CM will be responsible for providing necessary consulting expertise to the Owner to ensure that the program scope is maximized, and the construction budget and the project schedule are met. • The GC/CM will provide full general contracting services for construction of the project in accordance with the requirements of the contract documents and RCW 39.10.340 through 39.10.410.
