The purpose is to convert water rights and water use data currently in Microsoft FoxPro (all free tables, not wrapped in a database container) to an ESRI, GIS-centric database solution with an annual water use reporting requirement, including retention of historical water reporting use. The successful vendor will propose solutions where the converted data and ongoing data collection will be hosted locally by the State of South Dakota, by the contractor in the cloud, or by a combination of both. The ability for the State to generate mailings, access PDF documents associated with the data, and create reports is a necessity, whether by custom-built tools or “off the shelf” tools. The data, wherever hosted, will remain the property of the State of South Dakota.A two-year contract will be issued to complete the data conversion with potentially an ongoing commitment to receiving professional services from the contractor depending on the proposal and where the solution is hosted.Offerors may email inquiries concerning this RFP to obtain clarification of requirements.
