The U.S. General Services Administration, Public Buildings Service (GSA PBS) is seeking information regarding a potential requirement for general construction services with design-build and construction manager as constructor (CMc) capabilities. The anticipated multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts would service geographic locations within the 50 States of the United States of America and the U.S. Territories. The contracts could have a period of performance of at least five years, potentially separated into a base period and one or more option periods. The Government anticipates awarding multiple IDIQ contracts, and the cumulative maximum ordering limitation (MOL) would be $10,000,000,000. • The IDIQ contracts would be awarded either by pre-established zones or by the states in which contractors certify their willingness and ability to work in. • Task orders will be competed among all contractors able to perform in a given state, using the criteria established at the task order level. • The Government anticipates that task orders over the threshold for large-scale construction projects (currently $35 million) would require a Project Labor Agreement (PLA) unless an exception is approved. • The Government is considering structuring the IDIQ contracts to provide order-level flexibility for task orders to be placed that are either commercial or non-commercial.
