The Minnesota Small Business Development Center (MnSBDC) program requests proposals to assist in developing a 3-year strategic plan and associated work plan. The selected responder will be responsible for delivering various tasks, including reviewing historical information, developing a strategic planning survey, conducting surveys and interviews, performing an environmental scan, and drafting a strategic plan. The proposal should include a cost proposal that details the costs of each deliverable. • Review and understand historical information and data to construct the appropriate strategic plan • Develop a strategic planning survey, distribute, and organize next steps in the process • Survey and interview the Leadership Team, key stakeholders, and partners • Develop and perform an environmental scan, SWOT analysis, and other analysis as required • Draw on knowledge of the SBDC accreditation process to structure the strategic plan • Review performance trends and plan development process in alignment with accreditation standards • Draft a strategic plan, distribute and gather feedback • Organize a strategic planning retreat and lead discussion on development of the strategic plan • Incorporate feedback, adjust results as required in the draft strategic plan to develop the final strategic plan • Assist in gaining adoption and implementation of the final strategic plan • Develop a work plan arising out of the strategic plan with action steps, a timetable, and assigned responsibilities • Assist in reviewing and revising the work plan with the full MnSBDC network team and ensuring all team members are in alignment with the final work plan
