Description:
The U.S. Coast Guard is soliciting a sole-source procurement for a vessel rental to support integrated maritime training operations. The vessel must be fully crewed, mission-capable, and capable of supporting various training scenarios, including maritime law enforcement, personnel transfer, and tactical boarding. The vessel must also have specific features, such as a minimum of 5 feet of unobstructed flat freeboard for personnel boarding and secure storage areas. Some key features and requirements of the vessel include: • Maritime law enforcement or security operations training • Personnel transfer and tactical boarding training scenarios • Small boat launch and recovery operations • Rotary-wing and/or unmanned aerial system (UAS) integration • Command and control (C2) operations • Personnel berthing and sustainment • U.S.-flagged vessels in compliance with federal maritime regulations • Located at a secure mooring at a restricted-access pier facility within San Pedro, CA • Vessel dimensions between 200 and 250 feet in length • Freeboard between 10 and 30 feet for small boat insertion and extraction operations • Onboard power sources, reinforced deck areas, multiple embarkation points, and emergency response systems • Secure storage areas and various internal spaces suitable for tactical training • Dedicated bridge, engine, and machinery compartment, passenger seating that can be reconfigured for training • Vessels must be capable of operating underway in the Los Angeles and Long Beach area and offshore environments • Vessels equipped with VHF broadcasting communications equipment • Crew must have experience supporting military and law enforcement training exercises • Crew must be trained in damage control, emergency evacuations, and first aid • Ability to conduct night operations and low-visibility navigation
