The Colorado Department of Personnel & Administration is seeking a developer for the Global Energy Security Park Development Project, which aims to transform underutilized State-owned land into a vibrant energy security campus focused on driving energy solutions for national security and defense missions. The project will include approximately 9.3 acres of State Property and will require the developer to deliver a mix of secure facility capabilities and spaces that drive research, commercialization, and technology innovation for U.S. energy and national security. The project will also include a technology incubation ecosystem enabling startup companies in advanced energy and other technologies to break into the national security and defense sector. Some key features of the project include: • A Research and Commercialization Hub • Technology Incubator • Convening and Conferencing spaces • Generate a Fair and Reasonable Return to the Unused State-Owned Real Property Fund • Minimize State Investment • Timeline: The goal is to complete permitting by the end of 2026 • Transform State Land into a National Asset • Phased Approach: It is expected that the project would be phased, and submissions might only involve a smaller, secure facility to start with, and test demand before building more. The selected developer will be invited to negotiate a pre-development agreement (PDA) with the Department, which will govern the performance of certain pre-development, due diligence, and early design work with respect to the project.
