The Palisades Interstate Park Commission (“Commission” or “PIPC”) is seeking proposals for the operation of a food and beverage concessions at the North Pool, Championship Clubhouse and Executive Clubhouse (collectively, “the Licensed Premises”) at Rockland Lake State Park, Clarkstown, Rockland County, New York (hereinafter, the “RLSP”). The successful proposer (“Licensee” or “Proposer”) will be fully responsible for the operation of the concessions in accordance with the terms and conditions outlined in this Request for Proposals (“RFP”) and the License (“License”) issued by Commission.
Commission welcomes innovative, customer-focused approaches that reflect commitment to convenience, accessibility, and sustainability. The successful proposer will develop, maintain and operate the food and beverage concessions at the Licensed Premises, in a way that aligns with the Commission’s mission statement and complements the visitor experience at each referenced location. The Proposer shall be solely responsible for all costs associated with the operation of the Licensed Premises.

Summary of Financial and Minimum Requirements
1. Proposals submitted must include four (4) copies, all of which must have original signatures on the Concession Proposal Cover Page (located on page 12) and include as the first page of your Concession Proposal for your RFP submission. Proposals that are not properly signed and dated may be rejected.
2. Each Proposer must structure their license fee as a guaranteed annual payment, based on the calendar year, verses a percentage of total gross receipts, whichever is greater. Attachment B establishes the minimum fee and percentage that PIPC will accept. The proposal from a qualified proposer offering the highest amounts above this minimum, best serves the public, and Commission’s mission, will be awarded the concession. Proposals that offer less than the current minimum percentage of total sales, as outlined in Attachment B, will not be accepted.
3. Proposer must have at least five (5) years of experience providing food and beverage services or demonstrate comparable experience.
a. Resumes and/or career summaries demonstrating the relevant background, education, and experience of principal members of the Licensee’s firm or organization, project team and all key participants.
b. An organizational chart reflecting the corporate structure, chain of command, and/or composition of the proposing party and all participants should also be provided.
c. Current certified or verified financial statement and/or other commercially reliable written evidence of the party’s credit, financial standing and capacity to perform in accordance with the terms of the License.
4. 4. A complete description of the proposal, including the following:
a. A detailed business plan that identifies anticipated revenue sources and business opportunities, as well as all projected costs and expenses to be incurred by the Licensee, including a pro forma revenue and expense projection for the full term of the License. A Sample Pro Forma is included in this RFP, located on page 14.
b. Provide menus and products available to patrons, including anticipated pricing.
c. A maintenance, operation and supervision plan that provides a general approach to the daily organization, maintenance and operation of the Licensed Premises.
5. All service outlets must accept both cash and cashless sales ability, accepting credit and debit cards, and should accept as many types of mobile payment as is feasible including, but not limited to: Apple Pay, Google Wallet, PayPal, and other “Tap to Pay” methods, where feasible.
6. A refundable One Hundred Dollar ($100.00) bid security deposit is required at the time of in-person proposal drop off. Business check or money order should be made payable to Palisades Interstate Park Commission. Proposers must provide a return address for deposit refunds.
7. The selected Licensee will be subject to a background check, in accordance with PIPC’s standard protocols for all vendors operating within our park and historic site system. This ensures alignment with our commitment to public trust, safety, and operational integrity.
8. All proposals must be submitted in writing using the forms provided in this RFP. The forms must be fully completed, including all required attachments and certifications, and be signed by an authorized representative. Proposals must be submitted in-person at 3006 Seven Lakes Drive, Bear Mountain, New York 10911 in a sealed envelope clearly marked: “PIPC Rockland Lake RFP #202512” and your business name.
