The Baltimore City Public Schools is seeking a provider to offer recordkeeping services for their 403(b) and 457(b) plans. The selected provider will be responsible for providing comprehensive services, including full recordkeeping, compliance, participant communications and education, technology support, and an investment platform. The goal of this RFP is to consolidate providers by implementing a single vendor solution. • The provider must offer an open architecture investment platform solution • The provider must not submit an equity index annuity solution • The provider must not require the City Schools to use their proprietary target date funds or risk models • The provider must have a minimum of 1 million participants on the proposed record keeping platform • The provider's representatives must only be compensated on a non-commission basis • The provider must be able to provide the requested on-site support outlined in this RFP • The provider must provide a budget for absorbing all outstanding surrender charges
