The National Aeronautics and Space Administration (NASA) is seeking proposals for the Commercial Low Earth Orbit (LEO) Development Program Phase 2. The program aims to spur the development of new LEO destinations and supporting systems from private industry. NASA plans to provide funded Space Act Agreements (SAAs) for the next phase, focusing on maturing commercial destination systems to critical design review readiness along with an initial in-space crewed demonstration. The demonstration should show the system's readiness and capability, including an initial in-space crewed demonstration with a minimum capability of supporting four crew members for one-month increments. • The program has a five-year period with an expected budget of approximately $2.1 billion. • NASA will evaluate proposals based on proposed industry capability and availability of funds. • The agency is still evaluating the criteria for proposal evaluation and will finalize this criteria no later than the draft Announcement for Proposal. • Proposals can include partnering milestones with transportation, but stand-alone agreements for transportation will not be assessed under these agreements. • NASA welcomes input from providers, including transportation providers, as they formulate the long-term plan to support a collaborative and effective transition.
