Description:
The Federal Aviation Administration (FAA) is seeking industry comments and feedback on the Statement of Objectives (SOO) for the Tower Simulation System (TSS) E2. The TSS is a hardware-scalable, software-extensible, and system-configurable air traffic control tower simulator that provides an interactive, highly realistic environment for controller training. The FAA intends to deploy 86 additional TSSs to training sites around the National Airspace System (NAS) to improve controllers' access to high-fidelity simulators and facilitate faster, more efficient controller training and certification. The key features of the TSS include: * Simulating air and ground traffic at ATCTs with real-time display accuracy * Providing voice recognition and realistic synthetic voice response * Integrating visual databases and customizable virtual spaces * Simulating radar informational data and the ATC Voice Communication System (VCS) * Supporting remote participation and training development * Ensuring security and information integrity * Meeting performance requirements for reliability, maintainability, and availability. Some of the specific requirements for the TSS include: * Displaying out-the-window views and ATCT simulation scenario information with real-time display accuracy * Simulating aircraft and ground vehicles that recognize controller commands and respond appropriately * Displaying a dynamic weather environment and seasonal environmental changes * Accurately depicting aircraft, vehicles, and aircraft characteristics * Connecting to the internal FAA intranet to download TSS software changes and obtain TSS user information * Providing voice recognition for enhanced interaction * Integrating VDBs and customizable virtual spaces tailored for each airport * Simulating radar informational data and the ATC VCS * Functioning effectively in all configurations * Supporting self-training by practicing various simulations * Meeting specific hardware and software requirements. The FAA is seeking feedback on the SOO to refine, update, or change any aspect of the requirement. The feedback should be submitted via email to the Contracting Officer, Manish Patel, at manish.patel@faa.gov by 12PM Eastern on Thursday, February 5, 2026.

Budget Estimate (AI):

$50,000,000 – $200,000,000

The budget for this opportunity is difficult to estimate, as the document does not specify a particular contract value or award amount. However, based on the scope and complexity of the Tower Simulation System (TSS) E2, it is likely that the contract value will be significant, potentially in the tens of millions of dollars. The FAA's budget for air traffic control modernization and training is substantial, and the TSS E2 is a critical component of this effort. Factors that may influence the likely payment range include the complexity of the system, the number of TSSs to be deployed, and the level of customization required for each site. A rough estimate for the contract value could be between $50 million and $200 million, although this is highly speculative and should be treated with caution.
