The Defense Logistics Agency (DLA) Energy is soliciting proposals for the provision of fuel to various posts, camps, and stations. The solicitation includes multiple line items for different types of fuel, and offerors must provide pricing for all line items within a cluster to be eligible for an award. The contract will be for a period of 5 years, and the quantities of fuel required are estimated based on historical consumption data. Offerors must include all costs, including freight, overhead, and profit, in their pricing, and must not include any taxes or fees for which the U.S. Government or Department of Defense is exempt. Some key points to consider include: * The solicitation is a Total Small Business Set-Aside, but large businesses can partner with small businesses as long as the small businesses perform 51% of the work. * Offerors must acknowledge receipt of the amendment and sign and date the document before returning it with their proposal package. * The prices to be entered into the "Price" section per U.S. gallon should include the base reference price, freight, overhead cost, profit, and any applicable taxes. * The Detention rate is referring to if the Contractor being held and unable to off load when promptly arriving at the location. * The offeror should not include in their prices any taxes or fees for which the U.S. Government or Department of Defense is exempt. * The quantities stated represent the government’s best estimates covering the entire ordering period. * The line items/CLINS are followed by a delivery narrative which identifies whether the tanks are above or underground including their tank size. * The offeror is required to enter a total price per U.S. gallon, which includes the base reference price, freight, overhead cost, profit, and any applicable taxes.

Budget Estimate (AI):

$1,000,000 – $50,000,000

The budget for this opportunity is likely to be in the millions of dollars, given the 5-year duration of the contract and the estimated quantities of fuel required. The exact budget will depend on the pricing offered by the successful bidder, but it is likely to be substantial. Factors that may influence the budget include the cost of fuel, freight, and overhead, as well as the bidder's profit margin.
