The Town of Byhalia is seeking a consultant to conduct a Feasibility Study for the redevelopment of the Old School Commons, a historic community asset. The study should identify high-priority needs for business development, workforce training, and community uses, and provide recommendations for the use of the facility. The selected consultant will be asked to provide a Feasibility Study that includes a Needs Assessment, Use Scenarios, Operational and Governance Structures, and Updated Cost Estimates and Potential Funding Sources. The project is funded through a Federal Planning Grant from the Delta Regional Authority (DRA). Key aspects of the project include: • Conducting a Needs Assessment to identify high-priority needs for business development, workforce training, and community uses • Creating Use Scenarios for the facility, including recommendations for classrooms, meeting spaces, business incubation space, and event space • Identifying potential organizations to deliver programs and services, and outlining a governance structure for the Town and partnering organizations • Providing updated cost estimates and identifying potential state and federal funding sources
