Description:
The New York State Office for People With Developmental Disabilities (OPWDD) is issuing a Request for Proposals (RFP) for Family Support Services (FSS) with the intent to award several contracts for these services. The goal of Family Support Services is to assist families to remain intact for as long as they desire and avoid unnecessary out of home placement. Proposals are being accepted for FSS funding to provide new or enhanced programs/services to OPWDD eligible individuals who live at home with their families. * The FSS program is designed to enhance a family’s ability to provide in-home care to their family members with an Intellectual/Developmental Disability (I/DD). * Family supports are goods, services, and subsidies which are provided to meet the goals of: providing a quality of life comparable, to the extent practicable, to that of similarly situated families without a family member having a developmental disability; maintaining family unity; preventing premature or inappropriate out-of-home placement; reuniting families; enhancing parenting skills and maximizing the potential of the family member with a developmental disability. * The FSS initiative is family directed in that programs work towards providing individuals and caregivers greater choice and flexibility in the selection of services and supports. * Proposals must address unserved/underserved individuals and their families with unmet needs who reside within each Region catchment area. * Anticipated program start-up for successful applicants will be no later than the First Quarter, FY 2026. * The awardee is responsible for communication with the DDRFO to monitor progress towards commencement. * Proposals will be evaluated based on the proposal's responsiveness to the RFP requirements, the bidder's experience and qualifications, and the proposed budget. * The contract term is anticipated to be up to five years, with an anticipated start date of November 1, 2025. * Continued annual funding awarded throughout the duration of the contract period is contingent upon satisfactory service performance and continued availability of state and federal funds. * The RFP includes requirements for insurance, including comprehensive business automobile liability insurance, professional liability insurance, and data breach and privacy/cyber liability insurance. * The RFP also includes requirements for subcontractors, including the need for subcontractors to maintain minimum insurance coverage for the level of risk for which they provide products and services. * The successful bidder will be required to execute a contract with OPWDD, which will include terms and conditions related to the provision of FSS services, payment, and termination. * The RFP includes a section on conflicts of interest, which requires bidders to disclose actual and potential conflicts of interest in the Administrative Proposal. * The RFP also includes a section on bidder minimum qualifications, which requires bidders to meet certain minimum qualifications, including experience operating FSS contracted programs and demonstration of good standing with all quality measures and documentation requirements. * The RFP includes a section on the scope of work, which describes the FSS program and the services to be provided. * The RFP includes a section on proposal requirements, which describes the requirements for the proposal, including the need for a technical proposal, an administrative proposal, and a budget proposal. * The RFP includes a section on evaluation criteria, which describes the criteria that will be used to evaluate proposals, including responsiveness to the RFP requirements, experience and qualifications, and proposed budget.
