The Department of Administrative Services, State Procurement Services (DAS-SPS) is issuing a Request for Quotes (RFQ) for a Professional Learning Platform (PLP) on behalf of the Oregon Department of Education (ODE). The PLP will provide easily accessible, relevant, and timely training to educators and education leaders on successful practices that lead to acceleration of outcomes for the development of culturally competent educators in every classroom. The Scope of Services includes all tasks necessary to implement the PLP Solution, including project planning, fit-gap analysis, system architecture, implementation, testing, and training. The contract will be for an initial term of two years, with the option to renew. • The PLP should support multiple devices and browsers and meet accessibility standards (WCAG compliance) for all users. • The PLP should provide a calendar system to manage scheduling, attendance, transcripts, and payroll for events, track course completion, PDUs, badging, and micro-credentials, and include collaboration tools (chat, discussions, private groups). • The PLP should be customizable and scalable to meet the needs of different communities and support a growing number of users without performance issues. • The PLP should comply with all relevant privacy and data protection regulations, including FERPA and GDPR, and offer role-based control and a business continuity approach. • The PLP should provide customer support and training resources for new users and administrators. • The total cost of ownership, including licensing, implementation, and maintenance, should be considered in the evaluation of the PLP.
