The National Aeronautics and Space Administration (NASA) is seeking comments on a Draft Request for Proposal (DRFP) for the Consolidated Program Support Services (CPSS), Program Planning & Control (PP&C) II contract. The principal purpose of this contract is to provide PP&C and Programmatic Subject Matter Expert (SME) services to support NASA's current and future programs and projects. The contract will be a total small business set-aside, resulting in a single-award indefinite-delivery, indefinite-quantity contract with cost-plus-fixed-fee task orders. The contract will have a two-year Base Period and three one-year option periods. • The contract will provide PP&C Integration, Program Analysis, Earned Value Management, Cost Estimating, Cost Analysis, Scheduling, Scheduling Analysis, Resource Data Storage and Retrieval Analysis Center, Risk Integration, Quantitative Risk Assessment, and Programmatic SME support. • The contract will require a Top Secret facilities clearance. • The contract may be performed onsite at various NASA centers. • The contract is anticipated to be awarded in March 2026, with a 90-day phase-in start date in June 2026.
