The Illinois Department of Innovation and Technology (DoIT) is soliciting proposals for the replacement of the current Hunting, Fishing, Boating, and Camping digital licensing/permitting systems. The purpose of this solicitation is to establish a contract that enables the Illinois Department of Natural Resources (IDNR) to contract with a qualified vendor for this replacement. • The contract will be for the development and implementation of a new digital licensing and permitting system. • The system should be able to handle various types of licenses and permits, including hunting, fishing, boating, and camping. • The vendor will be responsible for the development, testing, and implementation of the system. • The vendor will also be responsible for providing training and support to IDNR staff. • The contract will have a BEP (Business Enterprise Program) participation goal of 3%. • The contract will be awarded based on the best value to the state, considering factors such as price, technical merit, and vendor experience.
