The New York State Division of Homeland Security and Emergency Services (DHSES) is seeking a qualified contractor to conduct a research study on the impact and effectiveness of Behavioral Threat Assessment and Management (BTAM) teams. The study aims to understand how BTAM teams prevent targeted violence, identify best practices, and provide policy recommendations. The contractor will analyze existing literature, collect and analyze data, conduct stakeholder engagement, and develop a formal report and an academic paper suitable for publication. The project requires a multi-disciplinary research team with advanced degrees and experience in research, statistics, and social sciences. Key aspects of the project include: • Conducting a review of historical and existing BTAM team structures, programs, and policies • Evaluating the performance of BTAM teams, including their effectiveness in preventing targeted violence • Developing a strategy for stakeholder engagement and community engagement • Analyzing data and identifying trends and overall outcomes • Providing policy recommendations and identifying best practices • Developing a formal report and an academic paper suitable for publication The project is expected to last for 5 years, and the contractor will be required to submit regular progress reports and meet with DHSES staff to discuss project timelines and deliverables.
