The Ohio Consumers’ Counsel (OCC) is seeking proposals from qualified Independent Contractors for technical assistance with structuring and organizing large amounts of data in a more usable manner for analysts and to provide resources and tools to use the information in cases and other OCC consumer advocacy needs. The selected Offeror will provide technical assistance to the OCC in matters involving affordability and credit and collections cases of Ohio electric, natural gas, and water cases. The scope of work includes reviewing disconnection rules, establishment of credit rules, and electric PIPP program rules, as well as evaluating the impact of AMI metering on personal notice requirements. The Offeror will be required to provide a work plan, personnel profile summaries, references, and a cost summary. • The Offeror will review disconnection rules and develop recommendations for improvements. • The Offeror will review establishment of credit rules and develop recommendations for improvements. • The Offeror will review electric PIPP program rules and develop recommendations for improvements. • The Offeror will evaluate the impact of AMI metering on personal notice requirements. • The Offeror will provide technical assistance to the OCC on an as-needed basis.
