PURPOSE.The City ofMiami Beach is seeking applications from qualified who wish toparticipate in a pre-qualification pool that will be used to solicitwork in order to provide periodic window cleaning services to varioussingle and multi-story City facilities, including City parkinggarages, public safety buildings, parks, and administrativebuildings. The Contractor(s) shall furnish all labor, tools,cleaning and safety equipment, and supplies needed to carry out thewindow washing services.The successful windowcleaning Contractor(s) must maintain any applicable industrycertification(s), such as that provided by the International WindowCleaning Association (“IWCA”), or other organizationcommitted to promoting safety and education related to best practicesfor the window cleaning industry. The Contractor(s) must follow allapplicable Occupational Safety and Health Administration(“OSHA”) laws and any state and/or local regulationsrelated to window cleaning services during the performance of servicesto the City Of Miami Beach.The City-issuedpurchase order shall serve as a “notice to proceed.” Theperiod for the completion of services will include the mobilization,planning, weather, location, installation and removal of associatedservice equipment. No additional claims may be made for delays as aresult of these items. When the tasks have been completed the awardedvendor shall notify the City and have an authorized Cityrepresentative inspect the work for acceptance under the scope andterms in the Purchase Order. The City will issue in writing anycorrective actions that are required. Upon completion of these items,the City will issue a completion notice and final payment will be issued.The City utilizesBidSync(www.bidsync.com) for automaticnotification of solicitation opportunities and document fulfillment.Any prospective bidder who has received this ITB by any means otherthan throughBidSyncis solely responsiblefor registering immediately withBidSyncto assure itreceives any addendum issued to this ITB. Additionally, prior tosubmittal of the prequalification application, bidder shall verifythat it has received and complied with all addenda issued.Failure to receive an addendum, or comply with an addendumrequirement, may result in disqualification of bid submitted.APPROVAL OF PREQUALIFIED STATUS.Following thereview of applications, the responsive, responsible bidder(s) meetingall terms and conditions of the ITB will be recommended for award, asdeemed in the best interest of the City, to the City Manager for hisconsideration. After considering the staff recommendation for award,the City Manager shall exercise his due diligence and recommend to theMayor and City Commission the bid that the City Manager deems to be inthe best interest of the City. The City Commission shall consider theCity Manager’s recommendation(s) and, may approve or reject theCity Manager’s recommendation(s). The City Commission may alsoreject all bids received. In addition to the criteria establishedin the application, pursuant to Section 2-369 of the City Code, theCity may consider the following:The ability, capacity and skill of the bidder to perform the Contract.Whether the bidder can perform the Contract within the timespecified, without delay or interference.The character, integrity, reputation, judgment, experience andefficiency of the bidder.The quality of performance of previous contracts.The previous and existing compliance by the bidder with lawsand ordinances relating to the Contract.To be considered for the pool of pre-qualified contractors,interested parties must submit a complete Bidder Pre-QualificationApplication (Appendix A).PROCUREMENT CONTACT.Any questions orclarifications concerning this solicitation shall be submitted to theProcurement Contact noted below.
