Description:
The Colorado Energy Office (CEO) is seeking a qualified respondent to conduct an Energy Performance Contracting (EPC) Market Analysis. The goal of this project is to develop a roadmap that positions EPC as a scalable, flexible model for energy and infrastructure improvements across both public and private markets. The selected respondent will be required to perform tasks such as project communication and administration, EPC market overview and historical analysis, benchmarking of national EPC programs, technology and market trends analysis, and recommendations for program expansion and market enablement. The respondent will also be required to submit monthly progress reports and invoices, and to comply with accessibility requirements. • The project will assess the feasibility, design considerations, and implementation strategies for expanding EPC market participation, including for the nonprofit and private sector customers. • The respondent will analyze the history, structure, and performance of Colorado’s EPC program to date, including trends in conversion from Investment Grade Audit to EPC, project volume, investment size, technology adoption, and market participants. • The respondent will identify customer segments served and trends in participation, and will analyze programmatic updates and enabling legislation and how these have shaped participation. • The respondent will assess current and emerging EPC-relevant technologies and analyze anticipated market trends for the next decade. • The respondent will evaluate innovative financing and partnership models that could enable greater EPC participation among nonprofit and private entities. • The respondent will develop a comprehensive set of recommendations for the CEO to expand EPC participation into nonprofit and private markets.
