The National Institutes of Health (NIH) intends to issue a firm-fixed-price purchase order to BD Biosciences for a preventative maintenance agreement for one base period, from August 1, 2025, to July 31, 2026. The maintenance agreement is for instruments used in the Hematology Flow Cytometry Service, including the BD FACSLyric, Universal Loader, and BD FACSDuet. The services are critical to maintaining instrument functionality and supporting accurate and timely patient sample testing. • The acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures. • The required maintenance kits and service components are proprietary, and no other vendor is authorized or technically capable of supporting these systems. • Interested parties may identify their interest and submit capability statements in response to this notice. • The final determination to proceed with a noncompetitive action is at the sole discretion of the Government.
