The State of Alaska, Department of Health, Division of Health Care Services is seeking information from individuals or organizations capable of providing services as a Non-Emergency Ground Transportation (NEMT) Ground Transportation Broker. The selected contractor will assist the State in operating and managing access to care through the facilitation of non-emergency ground transportation for eligible Medicaid recipients. The scope of work includes outsourcing management of ground transportation for the Alaska Medicaid Non-Emergency Medical Transportation (NEMT) program, finding alternative approaches to the use of paper vouchers, and incorporating the utilization of public transportation and Transportation Network Companies. • The contractor will be responsible for managing ground transportation for both the Early Periodic Screening, Diagnosis, and Treatment (EPSDT) program and the Home and Community Based Waiver (HCBW) program. • The contractor will collaborate on future development of the program to increase access in communities with no ground transportation providers. • The contractor will explore other methods of delivering services such as secure transports and stretcher vans. • The contractor will provide a cost model that best works for these services and an estimated budget referencing the deliverables for services. • The contractor will identify any risks or concerns associated with the scope of work and provide alternatives or suggested strategies to reduce risks and/or ameliorate concerns.
