Description:
The City of Tulare is seeking a consulting firm to develop a Master Plan for the Elk Bayou Nature Preserve. The plan should include multi-use trails, foot bridges, interpretative signage, habitat restoration, land acquisition, and redevelopment of the Elk Bayou Park. The consultant will be responsible for preparing a legally defensible Initial Study and Mitigated Negative Declaration, conducting public participation meetings, and providing a working schedule with major milestones. The scope of work includes project administration, research and analysis, and recommendations for the Master Plan. • The Master Plan should comply with the City of Tulare Parks and Recreation Master Plan, General Plan, and California Environmental Quality Act (CEQA). • The consultant should have experience in preparing Master Plans similar in size and characteristics. • The consultant should provide a cost proposal broken down into design engineering services, bidding assistance, and construction support. • The consultant should have knowledge of local conditions and demonstrate an ability to work effectively with City staff and other public agencies.
