Description:
The Department of Veterans Affairs, VISN 08, James A. Haley Veterans Hospital (JAHVH), intends to issue a sole-source award for the procurement of a Spectralis Tracking OCT System. The system is necessary to replace end-of-life OCT units and provide accurate, high-resolution diagnostic imaging for Veteran patient care. The procurement will be conducted under the authority of FAR 6.302-1, and the award will be made to L1 Enterprises, Inc., a verified Service-Disabled Veteran-Owned Small Business (SDVOSB) concern. The system provides advanced imaging technology capable of compensating for involuntary eye movements during scans, resulting in more reliable and precise diagnostic data. • The system is required to support ongoing diagnostic and treatment needs in the Ophthalmology Clinic. • The current OCT units have reached the end of their life cycle and no longer meet operational standards. • The procurement is expected to be awarded on a sole-source basis to L1 Enterprises, Inc. • The anticipated award value is expected to be fair and reasonable, based on market research and analysis of prior Government purchases for comparable equipment.

Budget Estimate (AI):

$450,000 – $550,000

Based on the market research and analysis of prior Government purchases for comparable equipment, the anticipated award value is expected to be around $492,550.00, which is the price of a similar contract awarded by the VA Boston Healthcare System on September 26, 2025. This estimate is considered fair and reasonable, and it is expected that the award value for this procurement will be similar.
