The City of Detroit Housing and Revitalization Department (HRD) is seeking proposals from qualified firms to provide property inspections for the HOME, CDBG, and NSP-funded affordable housing projects. The selected firm will be responsible for performing NSPIRE inspections, which include evaluating properties against the National Standards for the Physical Inspection of Real Estate. The firm will also be required to provide reports and estimates for correcting deficiencies. The contract term will be from the date of award through December 31, 2027. • The scope of work includes inspecting approximately 140 properties within HRD's Asset Management portfolio. • The firm will be required to perform inspections in accordance with HUD/NSPIRE requirements. • The firm will be responsible for coordinating inspections with property management personnel and providing scheduling information to HRD. • The firm will be required to use the most current version of the HUD/NSPIRE inspection software and be proficient in its use. • The firm will be responsible for exercising due diligence in completing and verifying accurate property profiles. • The firm will be required to conduct inspections in strict accordance with NSPIRE standards. • The firm will be responsible for properly identifying, recording, and categorizing all observations and deficiencies.
