The City of Hayward is seeking proposals from investment advisory firms to provide portfolio management services for approximately $276.9 million in operating and capital funds. The selected firm will be responsible for managing the City's portfolio with discretionary authority, providing full-time management, and performing various services such as credit analysis, reporting, and meetings with City officials. The firm must have a minimum of ten years of experience in managing municipal investment portfolios and be a registered Investment Advisor as defined and regulated by the Securities and Exchange Commission (SEC). • The initial term of services is for a period of 3 years with the option to extend the contract for up to two annual one-year periods. • The firm must provide monthly, quarterly, and annual investment reports. • The firm must attend quarterly meetings and/or other timed Investment Advisory Committee meetings. • The firm must have no record of unsatisfactory performance as evidenced by complaints filed with the SEC or any federal or state agency with jurisdiction over the services provided by the firm.
