Description:
Jacksonville State University is seeking a qualified contractor to perform comprehensive life‑safety systems inspections, testing, maintenance, and repair across its entire campus. The work includes annual functional testing of fire alarm systems, semi‑annual flow and tamper testing of sprinkler and fire pump systems, bi‑annual sensitivity testing of smoke detectors, semi‑annual testing of mass‑notification, clean‑agent suppression, kitchen hood fire systems, and annual inspections of fire extinguishers and emergency lighting. The contractor must also provide prompt service‑call response, corrective maintenance, and detailed digital reporting within prescribed timeframes. All inspections must comply with NFPA standards, Alabama fire codes, and university‑specific requirements, and the contractor must hold appropriate NICET certifications, state fire‑marshal licenses, and insurance. The contract is for one year with up to four optional renewals, and the work window is May‑August 2026 unless otherwise approved. • Mandatory pre‑solicitation meeting on March 16, 2026 (attendance required). • Sealed proposals due March 24, 2026, 3 PM CST; no electronic submissions accepted. • Required certifications: NICET Level I (inspector), Level II (technicians), state fire‑marshal licensure, E‑Verify, Alabama tax‑compliance certifications. • Scope covers >70 campus buildings, multiple fire‑pump locations, sprinkler, standpipe, backflow, clean‑agent, kitchen hood, and emergency lighting systems.

Budget Estimate (AI):

$250,000 – $750,000

The RFP does not disclose a contract ceiling. Based on the extensive campus inventory (70+ buildings, multiple fire‑pump and sprinkler locations) and the required annual, semi‑annual, and bi‑annual inspections plus maintenance and repair services, a realistic annual spend for a qualified contractor would likely fall between $250,000 and $750,000. The lower end assumes minimal corrective work; the higher end reflects full‑service maintenance, parts replacement, and rapid response calls.
