Description:
The United States Department of Agriculture (USDA) is seeking a contractor to perform product chemistry studies for Spinosad Fruit Fly Bait. The studies must be conducted in accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Good Laboratory Practices (GLPs) and the Environmental Protection Agency (EPA) study guidelines. The contractor will be required to characterize the technical reference standard, validate the analytical chemistry method, and conduct the product chemistry studies. The contractor must also provide a GLP-compliant Certificate of Analysis (CoA) for the Spinosad technical reference standard and validate the provided analytical chemistry method. The final reports must meet the FIFRA GLP requirements and the EPA's data submission format requirements. The contractor will be required to dispose of test and reference substances and samples. Some key points to consider are: • The contractor must have a GLP-compliant Quality Assurance Unit and meet other applicable GLP requirements for these studies. • The contractor must follow the EPA study guidelines OPPTS 830.6317 (storage stability), 830.6320 (corrosion characteristics), 830.6302 (color), 830.6304 (odor), 830.6303 (physical state), 830.7300 (bulk density), and 830.6313 (stability to normal and elevated temperatures, metals, and metal ions). • The contractor must provide a unit price for each line item in the pricing schedule. • The contractor must be registered in the System for Award Management (SAM) no later than the solicitation response date. • All questions must be submitted in writing to the contact person no later than 2 business days prior to the response deadline.
