The City of Santa Barbara is seeking a qualified construction‑management firm to provide pre‑construction support, design‑review, cost‑estimate validation, community‑outreach coordination, and full‑construction phase management for the Vic Trace Reservoir Replacement Project, a $101 million water‑infrastructure upgrade that will replace a 10‑MG underground reservoir with two 5‑MG tanks and associated pump stations, pipelines, and site improvements. The contractor will act as the Construction Manager‑at‑Risk, overseeing schedule, quality, safety, environmental compliance, labor‑agreement (CWA) requirements, and coordination with multiple city departments throughout an anticipated three‑year construction period. • Manage pre‑construction (design‑review, value‑engineering, cost‑estimate validation) and full construction (on‑site supervision, QA/QC, change‑order administration, commissioning). • Ensure compliance with federal DBE, Davis‑Bacon, Build America, CEQA, Tier‑4 stormwater, and the City’s Community Workforce Agreement. • Provide dedicated personnel: Resident Engineer, Deputy Engineer, Inspectors, Environmental Specialist, Labor‑Compliance Officer, Acceptance‑Testing team, and Community‑Outreach Coordinator. • Deliver monthly progress and cost reports, maintain required insurance and bonding, and support any bid‑phase services if the GMP is not accepted.
