The Department of Energy (DOE) is issuing a notice of intent to sole source a contract to BW Research Partnership, Inc. for the development of the 2025/2026 US Energy and Employment Report (USEER). The report requires a reliable dataset to categorize employment in certain industries and occupations as either energy jobs or non-energy jobs. The contractor will provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to design a supplemental survey methodology, develop survey databases, and engage in data collection activities. The key responsibilities of the contractor include: * Conducting employer survey services with at least 10,000 responses * Analyzing survey results and calculating job numbers based on the survey and data from the Bureau of Labor Statistics * Drafting the national report with 2024/2025 jobs including year-over-year changes from 2024 * Drafting state-level reports * Cleaning and formatting data for public use * Providing copy edit and layout, and responding to DOE feedback and edits for the final report * Providing support for 2-3 Energy Justice Committee meetings * Incorporating feedback for future reports, including revising the 2024/2025 employer survey and supporting the Paperwork Reduction Act (PRA) and Office of Management and Budget (OMB) process for approvals.
