The City of Clermont is seeking a qualified consultant to develop a Form-Based Code to replace or supplement the existing zoning regulations for the downtown area. The selected consultant will work closely with municipal staff, elected officials, stakeholders, and the public to craft a clear, user-friendly regulatory framework that promotes predictable and high-quality development outcomes. The code should reflect the unique character of Clermont's Downtown area, align with the City’s Comprehensive Plan, and support long-term economic, social, and environmental goals. Key tasks include project initiation and management, community engagement and public outreach, existing conditions and analysis, code framework and visioning, draft form-based code, testing and refinement, adoption process, and implementation tools and training. • The project is expected to last approximately 12 to 18 months. • The consultant will be required to provide a detailed cost breakdown, including personnel and hourly rates, estimated hours per task, and total proposed cost. • The City is committed to a transparent and inclusive process and looks forward to partnering with a team that shares this commitment and brings the necessary experience to deliver a successful outcome. • The selected consultant will be required to provide proof of insurance and comply with all state and local regulations. • The City reserves the right to extend the response deadline, request additional information, reject all responses, negotiate with the next qualified respondent, cancel the project, and/or re-advertise the solicitation.
