Pre-Qualification: Regional Wastewater Facility HVAC Improvements Phase 1ESD 10501 PQClosing Date: 10/22/2025 11:00:00 AM PTDetail:NOTICE TO CONTRACTORSThe City of San José (“City”) hereby gives notice that all General Contractors interested in bidding on the ESD 10501 – Regional Wastewater Facility HVAC Improvements Phase 1 (“Project”) must be pre-qualified before submitting a bid. The Project is located at the San Jose-Santa Clara Regional Wastewater Facility, 700 Los Esteros Rd., San Jose, CA 95134.The Project involves the removal and replacement of HVAC equipment for the following eight (8) buildings:1. Building 2A - Pump and Engine Building.2. Building 10 - Administration Building.3. Building 11 – Filtration Influent Pump Station.4. Building 11A – Disinfection and Cl2/SO 2 Building.5. Building 19 - Digester Gas Compressor Building.6. Building 21 - Paint Shop.7. Building 28 - Machine Shop.8. Building 32 – Warehouse.General Contractors who intend to submit a bid for the Project must fully complete the Prequalification Submittal included in this Request for Pre-qualification, provide all materials requested herein, and be approved by the City to be on the final pre-qualified bidders list. No bid will be accepted from a General Contractor that has failed to comply with these requirements. If two or more business entities submit a bid as part of a Joint Venture or expect to submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid.OBTAINING THE REQUEST FOR PRE-QUALIFICATIONThe City is using Biddingo, an online bid solicitation website, to facilitate this procurement. The City will not consider late or improperly delivered Pre-qualification Submittals. Failure to provide a properly completed Pre-qualification Submittal before the time and date specified precludes subsequent participation in the procurement.Please note: Attaching documentation to the bid will not automatically submit your Prequalification Submittal. You must click the SUBMIT button before your Pre-qualification Submittal will be submitted. Until you receive the electronic receipt for your Prequalification Submittal, you have not submitted your Pre-qualification Submittal. Contractors may modify their electronic Pre-qualification Submittal prior to Submittal Deadline; however, please note that if you modify a submitted Pre-qualification Submittal, be sure that you resubmit it prior to the Submittal Deadline. It is the sole responsibility of the Contractor to ensure that their entire Pre-qualification Submittal is submitted prior to the Submittal Deadline.The City is not responsible for any late or incomplete submissions, including those due to technical issues with Biddingo. It is recommended that Contractors allow sufficient time to seek assistance from Biddingo in the event there are unforeseen issues that affect the Contractor’s ability to upload and submit their Pre-qualification Submittal.NOTICE OF DETERMINATIONThe City will issue a Notice of Determination listing the Contractors that submitted Prequalification Submittals and specifying whether or not each firm is pre-qualified to bid on the Project. The act of submitting a Pre-Qualification Submittal is not, in itself, a guarantee that the City will determine that the Contractor is pre-qualified.PROJECT LABOR AGREEMENTThis Project is subject to the Project Labor Agreement (“PLA”) between the City and Santa Clara and San Benito Counties Building & Construction Trades Council. The Contractor will be required to sign an “Agreement to be Bound” to the PLA, in a form substantially similar to that in Addendum A to the PLA, upon Contract execution and comply with the PLA throughout the duration of the Project. A complete copy of Resolution No. RES 2023-96 can be found at https://records.sanjoseca.gov/Resolutions/RES2023-96.pdf.Any Contractor in violation of the City’s “Wage Theft Prevention Policy” will be disqualified.IN-USE OFF-ROAD DIESEL-FUELED VEHICLES REQUIREMENTSThis Project is subject to the California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets requirements found in California Code of Regulations, Title 13, Div. 3, Ch. 9, Art. 4.8, Sec. 2449 (“CARB Off-Road Regulations”). As part of the Request for Bids, Contractors will be required to submit valid Off-Road Diesel Vehicle Regulation Certificate(s) of Reported Compliance for itself and all designated subcontractor(s) that are using fleet(s)subject to the CARB Regulations in performance of the contract. Certificates of Reported Compliance are obtained through CARB’s Diesel Off-Road Online Reporting System (DOORS).
