The New York State Office of the State Comptroller (“OSC”) intends to procure an Extract Transform Load (“ETL”) Developer/Data Warehouse Architect (a “Consultant”) to assist with its ongoing data analytics initiative pursuant to its discretionary purchasing authority under New York State Finance Law § 163(6). This procurement opportunity is limited to businesses certified pursuant to Article 15-A of the New York State Executive Law and businesses certified pursuant to Article 17-B of the New York State Executive Law.
BACKGROUND
OSC has commenced a data analytics initiative to support OSC’s audit planning and analysis activities. The initiative increases recoveries from fraud, waste, and abuse using protocols established under the Enterprise Fraud Prevention Act (Chapter 566) and increases operational efficiencies using performance analysis. One aspect of this initiative is the development of an analytics data warehouse based on a formally architected framework to build an environment for OSC examiners, auditors, and analytics staff to fully realize the benefits of business intelligence and data analytics tools. OSC requires the services of the Consultant to assist with these efforts.
STATEMENT OF WORK
The Consultant shall work with OSC staff from the Data Analytics & First New York units within OSC’s Division of the Chief Information Officer (the “Division”). The Consultant shall assist the Division with the build-out of the current OSC environment for both infrastructure and tools as they relate to data analytics and the necessary supporting technologies, such as data warehousing, business intelligence, statistical analysis, and data exchanges with external agencies/entities. Tasks include: Reviewing and analyzing existing data analytics ETL processes as well as external sources in order to design and architect a system communicating this information to Division staff and other OSC staff as necessary; Assisting with the implementation of data analytics architecture design to accept structured and unstructured datasets as they are acquired through the Division;
Assisting with the implementation and migration of ETL environments, including fact and dimensional models as defined through user story business requirements;
Assisting in Tableau/Oracle Business Intelligence Enterprise Edition (“OBIEE”) dashboard design as defined by user story business requirements;
Assisting with ETL processes of newly identified/acquired data into OSC’s secure data analytics environment; and
Providing other data analytics development services as requested.
MINIMUM QUALIFICATIONS
The Consultant must possess the following minimum qualifications. The proposed candidate must have:
1. either a) a bachelor of science degree, or equivalent four-year degree, in computer science or related information technology field or b) a masters or doctorate in computer science or related information technology field;2. a minimum of four years of experience developing and maintaining a data interchange system interfacing with a wide array of varying data sets including flat file, direct database connection, and eXtensible Markup Language transactions;3. a minimum of four years of experience working with ETL tools (e.g., Qlik and Informatica); 4. a minimum of four years of experience performing data modeling;5. a minimum of four years of experience developing a data analytics ETL environment to support data analytics; and6. a minimum of four years of experience coding in Structured Query Language (“SQL”).
PREFERRED QUALIFICATIONS
OSC will give preference to candidates with the following qualifications:
1. experience scripting in Python; 2. experience in Tableau Server Administration;3. experience working with customers in data validation, troubleshooting, or collecting business requirements;4. two or more satisfactorily completed statistics courses from an accredited college or one or more year of professional experience using statistics;
5. experience performing database development using SQL or Procedural Language/Structured Query Language (“PL/SQL”);6. experience developing a data analytics ETL environment to support Tableau visualizations; and 7. experience using ETL techniques to support a data analytics program for a government entity.
ADDITIONAL INFORMATION
The Consultant shall:
• Work a 40-hour workweek during regular OSC business hours, between 8:00 a.m. and 5:00 p.m. ET Monday through Friday, excluding State holidays (while unlikely, the Consultant may occasionally be required to work more than the regular 40-hour work week and/or outside regular business hours to support the completion of critical project objectives);
• Work remotely during the term of the Agreement.
• Work on-site at 110 State Street in Albany, NY at least one week per calendar year as directed by OSC;
• and report directly to the manager of Data Analytics & First New York or their designee. OSC will provide the Consultant with all necessary IT equipment.

The proposed hourly rate must be inclusive of all labor, licenses, insurance, administration, overhead, travel, and any other applicable expenses required to meet the applicable project requirements.

The vendor must be willing to enter into an agreement with terms materially the same as those of the Draft Contract posted to the OSC website should the proposer be selected for contract award.
