Description:
The City of Los Angeles Economic and Workforce Development Department is soliciting proposals from pre-qualified organizations to provide services as both a one-stop operator and primary Workforce Innovation and Opportunity Act (WIOA) Title I adult and dislocated worker service provider in a WorkSource Center (WSC). The selected proposer will be responsible for establishing and maintaining a physical WSC site, providing basic and individualized career services, and collaborating with other City "Source" systems and regional education and workforce development partners. The initial contract term will be from July 1, 2026, to June 30, 2027, with the option to renew up to three additional one-year program terms. • The WSC Operator will provide services to adult jobseekers and dislocated workers, including those with significant barriers to employment. • The WSC Operator will be required to have comprehensive strategies to serve target populations, including unhoused individuals, reentry individuals, veterans, and individuals with disabilities. • The WSC Operator will be responsible for providing individualized career services, including comprehensive and specialized assessments, case management, and career planning and vocational counseling. • The WSC Operator will be required to collaborate with other City "Source" systems and regional education and workforce development partners to enhance the capacity and effectiveness of WSCs.
