The Department of Children, Youth and Families (DCYF) is seeking a qualified vendor to provide Organization Change Management (OCM) services to support the replacement of its legacy Statewide Automated Child Welfare Information System (SACWIS) system, FamLink, with a Comprehensive Child Welfare Information System (CCWIS). The selected vendor will be expected to bring a team to provide operational expertise and innovative, efficiency-focused thinking to deliver the services specified within this RFP. The scope of work includes project management, affected parties engagement, business process review and transformation, communications strategy, organizational change management, and ongoing CCWIS adoption support. • The vendor will be responsible for encouraging adoption of the CCWIS change and related business process redesign by involving users in the change process and demonstrating the benefits of the new CCWIS Solution. • The vendor will address resistance to change and drive awareness, understanding, and engagement of the CCWIS implementation across all affected parties through targeted communication. • The vendor will improve organizational readiness for change and proactively mitigate change risks. • The vendor will ensure affected parties are supported throughout the multiple phases of the CCWIS Solution rollout and decommissioning of the legacy system, FamLink. • The vendor will build trust and transparency across affected parties and ensure voices are heard across the full change lifecycle. • The vendor will sustain change outcomes, enabling DCYF to improve health and safety outcomes for children and families and to deliver a streamlined, convenient technology experience to end users.
