Description:
The United States Army Corps of Engineers (USACE) is seeking a contractor to provide four tracked and two wheeled Antarctic-capable Aircraft Rescue and Firefighting (ARFF) platform vehicles (prime movers). The contractor will be responsible for delivering the prime movers to the Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire. The prime movers will be used at McMurdo Station, Antarctica for ARFF operations. The contractor must demonstrate the ability to provide both wheeled and tracked large vehicle platforms meeting the minimum performance specifications listed in the solicitation. The contract includes a 2-year warranty period for the prime movers and requires the contractor to provide on-site training and warranty services. Key features of the prime movers include: * Mobility: 10 psi or less wheeled vehicle ground pressure, 5psi or less belted vehicle ground pressure, minimum 12 inches of ground clearance, and capability to travel on level deep snow and compacted gravel at specified speeds. * Payload: minimum 10ft wide by 16ft long space available for flat deck, payload capacity of at least 15,000lbs and up to 25,000lbs not including passengers. * Cab requirements: minimum 54 cubic feet of space per person, rollover protection structures (ROPS) protection for all occupants, and capability to carry driver plus three to five passengers. * Drivetrain: emissions compliant at tier 3 or tier 4 power plant compliant with full diagnostics packages, ability to fully operate continually on AN8 fuel, and entire vehicle performance at temperatures to -40°C. * Lighting: operating lights (front and rear) for maximum visibility during night maneuvering, in-cab directable spotlight on each side of the vehicle, and two large, roof-mounted, in-cab controlled, emergency light bars.
