Description:
The Department of Water Resources is seeking a qualified contractor to rehabilitate roughly 300 culverts and 50 riser structures that cross State Plan of Flood Control levees in California’s Sacramento‑River and San‑Joaquin‑River basins. The work involves full‑segment cured‑in‑place pipe (CIPP) lining, design, gate replacement, traffic control, cofferdam installation, de‑watering, and post‑installation inspections with a four‑year contract term. The contractor must hold a California General Contractor license, demonstrate extensive CIPP experience, meet DVBE participation requirements, and provide performance and payment bonds. The solicitation opens April 21 2026, questions are due April 27 2026, and bids must be received by May 8 2026. • Scope includes CIPP design, full‑segment installation for pipes 12‑72 in. diameter, box‑culvert and riser lining, gate/headwall work, and warranty inspections. • Minimum qualifications: 3 years of CIPP work, ≥ 50,000 ft of CIPP for ≤ 36 in. pipes, ≥ 10,000 ft for > 36 in., and required DVBE participation. • Payment is unit‑price based (per foot of liner, per riser, per gate, etc.) with 80 % paid after installation and the balance after final acceptance; total contract value expected in the low‑tens of millions.

Budget Estimate (AI):

$10,000,000 – $20,000,000

Based on the scope (≈ 300 culverts × average 60 ft = 18,000 ft of liner) plus 50 risers and gate work, a typical industry unit price for CIPP installation ranges from $150‑$250 per foot. At the low end (150 $/ft) the liner portion alone could be ~$2.7 M; at the high end (250 $/ft) about $4.5 M. Adding design, gate replacement, traffic control, de‑watering, warranty inspections, and contingency (≈ 30‑40 % of liner cost) pushes the total contract value into an estimated $10 M‑$20 M range. This ball‑park accounts for variations in pipe diameter, site conditions, and optional work‑order items.
