Description:
The Youngstown Metropolitan Housing Authority (YMHA) seeks a qualified security‑services firm to provide unarmed guard coverage at three existing public‑housing developments (Amedia Plaza, Gutknecht Towers, Norton Manor) and any additional sites added during the contract. The contractor must staff each location with at least one guard on a 24‑hour, night‑shift schedule, manage visitor control, report incidents daily, coordinate with local police, and adhere to strict uniform, licensing, and background‑check requirements. The contract is a one‑year base period with the possibility of four one‑year extensions (up to five years total) and will be awarded on a Best‑Value basis (price + technical merit). • Provide continuous unarmed guard presence (6 PM‑4 AM Friday/Saturday, 6 PM‑2 AM Sunday‑Thursday). • Perform visitor verification, incident reporting within 24 hrs, and immediate police notification for suspicious activity. • Meet all OSHA, HUD Service Contract Act wage, Ohio DPS licensing, and insurance requirements prior to award.

Budget Estimate (AI):

$150,000 – $250,000

The contract will require at least one guard per site 7 days a week on night shifts (≈10 hours per shift). Assuming three sites, that equals roughly 210 guard‑hours per week or ~10,920 hours per year. If the contractor bills at the HUD Service Contract Act minimum (~$15/hr regular, with overtime and holiday premiums), annual labor costs would be in the $150 k‑$200 k range. Adding overhead, insurance, and administrative fees could push the total contract value to $180 k‑$250 k. Therefore, the expected earnings for the contractor are estimated between $150,000 and $250,000 for the base year.
