Description:
The Naval Facilities Engineering Systems Command (NAVFAC) is seeking to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Utility Infrastructure Projects Architect & Engineer (A&E) Services. The contract will be for a five-year ordering period, with a total fee not to exceed $95,000,000 and a guaranteed minimum of $5,000. The selected firm will provide a full range of A&E services, including planning, design, and construction services, for utility infrastructure projects primarily in the NAVFAC Mid-Atlantic North Area of Responsibility (AOR). The firm will be required to have experience in designing and producing full construction drawings and specifications for utility and infrastructure projects, as well as preparing preliminary design deliverables and designing projects to Navy or other DoD agencies' criteria. Key personnel are required to be licensed, registered, and/or certified in their respective disciplines, and the firm must demonstrate a commitment to small business utilization. Some of the key services that will be required under this contract include: • Comprehensive A&E services • Facility planning and project development • Site investigative services • Facility analysis services • Design supporting services • Construction services • Preparation of designs for utility and infrastructure projects using AutoCAD and/or Revit • Preparation of design-build RFP packages • Providing construction phase services for utility and infrastructure projects • Preparation of cost estimates utilizing the Micro-Computer Aided Cost Estimating System (MCACES) • Preparation of specifications in the Specifications-Kept-Intact (SPECSINTACT) program • Preparation of digitized contract drawings in CAD and/or CADD software • Preparation of RFP packages for design-build solicitations • Preparation of performance work statements, plans, specifications, and cost estimates • Identification of environmental issues • Asbestos, Polychlorinated Biphenyls (PCBs), and lead assessments • Development of Design/Build request for proposals • Development of comprehensive Design-Bid-Build (DBB) packages • Design of new construction, both vertical and horizontal • Alteration of facilities • Design reviews • Value engineering • Life cycle costing • Geospatial Information Systems (GIS) • Building Information Modeling (BIM) • Maintenance and repair of real property • Construction cost estimates • HVAC and mechanical experience • Preparation of contract documentation, including digitized contract drawings, contract specifications, and RFP packages for design-build solicitations • Preparation of cost estimates and schedules • Preparation of technical specifications and contract documents • Performance of site investigations and surveys • Preparation of feasibility studies and reports • Development of project schedules and budgets • Coordination with other contractors and stakeholders • Preparation of as-built drawings and record documents • Commissioning of HVAC, mechanical, and electrical systems • Preparation of operation and maintenance manuals • Preparation of safety plans and procedures • Compliance with NAVFAC's safety and health requirements • Compliance with all applicable laws, regulations, and standards • Preparation of reports and documentation as required by the contract • Attendance at meetings and conferences as required by the contract • Coordination with the Government and other stakeholders to ensure that all work is completed in accordance with the contract requirements
