The California Department of Fish and Wildlife (CDFW) is seeking information from vendors to assist in determining the availability of solutions to migrate the Ocean Salmon Project's (OSP) databases and associated entry and analysis/reporting programs to a more contemporary platform. The OSP collects, analyzes, reports, and archives data central to the management and assessment of ocean and inland salmon fisheries. The current system, built on Microsoft Visual FoxPro (VFP), is outdated and poses security risks. The new system should provide a single, seamless user interface for data entry, QA/QC, analysis, and reporting, and support modular or API-driven architecture. The system should also allow for the creation of additional data fields and tables, configurable workflow processes, and automated alerts and notifications. • Key features and functionalities required include: • Web-based system • Data entry and processing forms • QA/QC review screens • Ad-hoc queries and reports • Templated final reports • Custom data extracts • Interface with CDFW's on-prem systems (ALDS, MLDS, MLS) • Data encryption and security features • Normalized relational database • Modular database schema • System testing and training requirements The selected vendor will be required to provide a detailed proposal, including a vendor profile, completed attachment A, and exhibit 1. The proposal should demonstrate the vendor's understanding of the project requirements and their ability to provide a solution that meets the CDFW's needs.
