The Department of Homeland Security (DHS) is conducting market research to better understand the capabilities of Federal Aviation Administration (FAA) Part 121 certificated air carriers. The goal is to inform planning for potential future enterprise-level contracting approaches. DHS seeks high-level information from industry on topics such as company overview, operational control, fleet composition, safety programs, capacity, and pricing approaches. • The RFI is not limited to any single DHS Component, mission set, or specific requirement. • Responses may address current capabilities as well as anticipated capabilities within a 3–5 year planning horizon. • The Government will not pay for any response or demonstration expenses. • Failure to respond to this RFI will not preclude participation in any future solicitation.
