The Carroll County Government is seeking bids for the 2025 Hot Mix Asphalt Paving - 2 project. The project involves full depth reclamation of existing pavement, milling of existing pavement, placement of hot mix asphalt base and surface courses, construction of driveway tie-ins, adjusting and rebuilding of inlets, manholes and valve boxes, installing new storm drain pipes and inlets, filling of shoulder drop-offs, stabilization of disturbed areas, maintenance of traffic, and all incidental work as indicated in the specifications or in the special provisions on the roadways as identified within this Invitation for Bids. Bidders must be pre-qualified by the Carroll County Department of Public Works prior to bid opening. The bid must be delivered at the place indicated by the time and date shown in the Notice to Bidder. • The project requires the bidder to provide a total lump sum bid. • The bidder must submit a bid bond or certified check made payable to the County in the amount of five percent (5%) of the Base Bid Sum. • The County reserves the right to waive informalities, to reject any or all bids and to award the contract in its entirety, or in part, whichever in its opinion best serves the interest of the County. • The successful bidder shall deliver the goods or provide the service according to the terms set forth in the bid documents. • Time is of the essence, and the successful bidder’s failure to meet the delivery date(s) shall constitute a material breach.
