Description:
The New Jersey Department of Children and Families is seeking a qualified organization to deliver the EnlightenMENT Peer‑2‑Peer Mentoring program for youth ages 14‑21 who are in out‑of‑home care or receiving CP&P adolescent services. The contractor will hire licensed clinical staff and “near‑peer” navigators, provide at‑least two monthly contacts (one in‑person) per youth, and manage start‑up activities such as vehicle acquisition and EHR upgrades. The award will cover a 15‑month period (April 1 2026 – June 30 2027) with a total ceiling of $484,200 split between two regional awards (Region 4 or Region 5). Required deliverables include monthly program and case reports, quarterly expenditure reports, and a robust evaluation plan with surveys and fidelity checks. • Target population: youth 14‑21 in CP&P out‑of‑home placements (up to 22 y). • Staffing: Program Director (licensed), Clinical Coordinator (0.25 FTE), Coach Supervisor (0.5 FTE), and 2 FTE Peer Navigators (minimum $43,500 salary, lived‑experience). • Geographic focus: applicant must select ONE region (Region 4 – Cape May, Cumberland, Gloucester, Salem; or Region 5 – Bergen, Passaic, Sussex, Hunterdon, Warren) and maintain a presence in each county (office or partner space). • Funding: Up to $95,000 start‑up (vehicles, laptops, EHR), $77,900 operating FY 26, $311,300 operating FY 27; $480 per youth per year for recreation/food. • Reporting: monthly OFPR and CP&P reports, case notes, satisfaction surveys, NYTD reporting, quarterly ROE, annual audit.

Budget Estimate (AI):

$300,000 – $500,000

The solicitation caps total award funding at $484,200 for a single regional contract (or up to that amount split between two regions). Assuming the vendor can capture the full award, expected revenue would be roughly $300‑$500 k after accounting for allowable indirect costs and start‑up expenditures. Factors influencing the final amount include the number of youth served (up to 20 concurrent), the $480 per‑youth activity budget, and any negotiated overhead rates.
