Description:
The Department of Veterans Affairs is conducting market research to gain knowledge of interest, capabilities, and qualifications of interested small business firms for a service contract to support the Veterans Rural Health Resource Center-Portland (VRHRC-P). The contractor will be responsible for refining a toolkit and delivering technical assistance for identified boundary spanner roles, using an innovative combination of quantitative, qualitative, and systems science methods. The goal is to enable the identification of priority innovations for improving rural Veterans' access to quality care. The project scope of work includes conducting user-centered design activities, developing and evaluating a Community Engagement Toolkit, conducting technical assistance and academic detailing, planning and facilitating learning collaboratives, and performing high-level qualitative interviews. • The contractor will need to have an established primary care database and demonstrate robust experience in qualitative interviewing and analysis. • The contractor will need to have extensive skills and expertise in non-VA healthcare community outreach and engagement to develop toolkits and provide technical assistance. • The contractor will need to have established relationships with participants and/or relevant communities in order to ensure timely recruitment and demonstrated experience in successful stakeholder engagement. • The contractor will need to have systems science expertise for evaluating, iterating, and scaling activities.
