Description:
The Environmental Security Technology Certification Program (ESTCP) is seeking proposals for innovative environmental technologies that can be demonstrated and validated to address Department of Defense (DoD) environmental and installation energy requirements. The program focuses on deploying common sense, cost-effective, and scalable solutions that ensure operational effectiveness, improve warfighter capabilities, and reduce unnecessary regulatory burdens. Proposers are encouraged to submit white papers in response to the topic areas outlined in the Broad Agency Announcement (BAA). The key areas of interest include environmental restoration, installation energy and water, munitions response, natural hazards adaptation, mission-driven landscape approaches, resource conservation, and weapons systems and platforms. • Environmental restoration: characterization and monitoring, reduction in cost to complete, reduce source loading of munitions constituents, stormwater treatment, wastewater treatment, and risk assessment. • Installation energy and water: secure and reliable energy/water, infrastructure and facility energy reliability. • Munitions response: wide area and/or detailed survey techniques, cost-effective recovery and disposal methods. • Natural hazards adaptation: hazard adaptation technologies, data collection in support of engineering design and construction. • Mission-driven landscape approaches: strategic military advantage, resource efficiency, and installation readiness. • Resource conservation: managing wildland fire, natural resources, cultural resources. • Weapons systems and platforms: manufacturing and maintenance, energetic materials and formulations, firefighting.

Budget Estimate (AI):

$500,000 – $10,000,000

The estimated budget for this opportunity is between $500,000 and $10,000,000. The rationale for this estimate is based on the fact that the solicitation mentions that ESTCP may make multiple awards up to a collectively shared maximum value of $10,000,000, and that individual awards are expected to be less than this amount. The actual budget will depend on the number and quality of proposals received, as well as the availability of funding.
