Description:
The County of Jefferson is seeking a qualified contractor to provide comprehensive pavement marking, striping, and pavement symbol services for its highway network. The work includes applying centerline and edge‑line markings, installing reflective glass beads, surveying and indexing no‑passing zones, and producing all required pavement symbols and letters in accordance with the New York State MUTCD. The contract is an indefinite‑quantity, requirements‑type agreement with a base term of two years (May 1 2026 – April 30 2028) and up to three optional one‑year extensions. Bids must be submitted electronically or in‑person by April 8, 2026, and the County may award the contract without a guaranteed minimum purchase. • Apply ~400 mi of centerlines and ~300 lane‑mi of edge‑lines during the June‑July 2026 work season, with remaining mileage completed by October 15 2026. • Provide all labor, equipment (truck‑mounted atomizing striping machines, heated paint lines, glass‑bead systems), materials (water‑borne acrylic and polyester paints, reflective beads), and required traffic‑control measures. • Meet strict scheduling, safety, insurance, bonding, prevailing‑wage, and liquidated‑damages requirements; bid deposits of $150,000 (mainline/edgelines) and $15,000 (symbols/crosswalks) are required.

Budget Estimate (AI):

$2,000,000 – $5,000,000

The solicitation does not disclose a total contract value; however, typical county highway‑marking contracts of this scale (≈700 mi of line work plus symbols) range from $2 million to $5 million over the two‑year base term. The estimate accounts for material costs (paint, beads), labor, equipment depreciation, bonding, insurance, and a modest profit margin. Extensions could increase the total value proportionally.
