The Denver Regional Council of Governments (DRCOG) is seeking proposals from individuals, firms, and teams with experience in conducting building decarbonization research and policy modeling. The selected respondent will be required to provide services that include research and analysis of building and energy information, development of tools, visualizations, and reports that support policy and program decision making, and other related tasks. The project is expected to commence on or about February 18, 2026, and the initial term of the work will terminate on September 30, 2027. DRCOG may have the option to renew the contract for two additional one-year terms. Some key aspects of the project include: • Analyzing the most effective energy efficiency and decarbonization measure packages for different building typologies • Identifying areas with a disproportionate need for cooling upgrades, insulation improvements, or replacement of aging equipment • Developing tools and visualizations to support policy and program decision making • Ensuring the quality and reliability of research findings • Managing and organizing data from multiple sources • Disseminating complicated research and analysis into results that are understandable to non-technical stakeholders and decision makers
