The Washington State Department of Transportation's (WSDOT) Pre-Apprenticeship Support Services (PASS) Grant Program is seeking vendors to assist in growing and supporting the diversity of WSDOT's highway construction workforce. The program aims to target outreach toward socially disadvantaged individuals, including those who are unhoused, veterans, and those who have been formerly incarcerated. Vendors will be responsible for conducting outreach, assessments, and pre-employment preparation, as well as providing support services and pre-apprenticeship training. The program has three service levels, each with varying requirements and responsibilities. • The program will provide funding for support services, such as work clothes, boots, and safety glasses, to help participants complete their pre-apprenticeship training and participate in registered apprenticeship programs. • Vendors will be required to provide monthly reports and track the long-term outcomes of program graduates. • The program will focus on placing graduates into Labor and Industries recognized Registered Apprenticeship Programs. • Vendors must demonstrate competency working with diverse communities and communicating in a culturally competent fashion.
