Description:
The Buncombe County Health and Human Services department is seeking proposals from qualified vendors to provide Non-Emergency Medical Transportation (NEMT) services to Medicaid recipients. The selected vendor will be responsible for providing coordinated and reliable transportation to and from healthcare providers. The scope of work includes accepting fiscal responsibility, providing NEMT services, maintaining case accuracy and compliance, accepting financial responsibility for monitoring findings, providing service availability, scheduling and coordinating trips efficiently, and following inclement weather and holiday policies. The vendor will also be required to maintain required insurance coverage and comply with all applicable laws and regulations. Some key requirements for the vendor include: • Demonstrated experience in providing NEMT services • Ability to provide services to a large number of clients • A comprehensive plan for scheduling and coordinating trips • A plan for maintaining case accuracy and compliance • Ability to provide services outside of normal business hours • A plan for handling inclement weather and holidays • Commercial General Liability insurance with a minimum combined single limit of $1,000,000 • Business Automobile Liability insurance with a minimum combined single limit of $1,000,000 The evaluation criteria for the proposals will include organizational qualifications and experience, cost proposal, driver and vehicle standards, service delivery plan, customer service and accessibility, program compliance and quality assurance, technology and data systems, cultural and community understanding, and value add/innovation.
